The Community method is being replaced by an intergovernmental approach. Most decisions are taken behind closed doors, with lobbyists excluded.
The planning of “Reshaping European Lobbying” goes back to autumn 2011. How does the Lisbon Treaty alter the balance of power, procedures and, by extension, lobbying strategies? To answer this difficult question, Daniel Guéguen consulted 75 leaders in European affairs. These 75 conversations helped to solve the riddle, and they sketched a radically different landscape of European lobbying. In the months that followed, the author dug deeper, backed up his conclusions with recent cases and developed a new post-‐Lisbon lobbying model.
